packet = Ether(src=randMAC, dst=destMAC) / ARP(op=2, psrc="0.0.0.0", hwdst=destMAC) / Padding(load="X" * 18) constructs an ARP packet using the Scapy library. It sets the source MAC address (src) to the generated randMAC, the destination MAC address (dst) to destMAC, the operation code (op) to 2 (indicating a response), the source IP address (psrc) to "0.0.0.0", and the destination hardware MAC address (hwdst) to destMAC. The Padding layer is added to ensure the packet has a total length of 64 bytes by appending the character "X" 18 times.

sendp(packet, verbose=0) sends the constructed packet using the sendp() function from the Scapy library. The verbose=0 parameter suppresses the output of packet details.

The loop continues generating new randomized MAC addresses, printing them, constructing ARP packets, and sending them indefinitely until the program is interrupted or terminated. This code can be used for ARP spoofing or testing network security measures.
