Bad code that might be useful to others
Apple and Microsoft are at each other's throats and unfortunately you, or more explicitly, I are paying that price. Since android backups are stored on Microsoft servers, and ios backups are store on Apple's, there's no system in place that allows a user to transfer backups between these devices.
You'll need root for this to even work, or just a way of getting the PhoneFactor database out of the application's data/databases directory.
Executing export.py \path\to\PhoneFactor will print descriptors and QR codes into the terminal for scanning on an iphone
this project uses qrcode 7.4.2, at the time of writing it's a safe library, as with the matter of handling sensitive secret keys, take care when installing external libraries. A requirements.txt is provided if you want pip to handle this, but alternatively the wheel is linked below
