Penalty shootout not supported

In addiction to the penalty kick (which happen during normal play), their is the penalty shootout. This is a game stage that change the behaviour of the penalty command. Instead of kicking from the penalty mark, the kicking is done from the middle line. Also, no robot can move during this stage except the goalkeeper and the kicker.
So this task require to change the autoplay to support the shootout stage and to create a penalty_shootout strategy which respect the rules.
Last year, the penalty shootout rule was ignored and matches with equality got a tie.

The rule specify that it's unlikely to happen since you need to play overtime to be possible. Also, the modern refbox does not even support shootout
