Install the plugin via "Upload a new plugin" in the Plugin tab of the website settings or upload it directly to the Block Plugin folder (usually ojs-root/plugins/blocks).
Go to Settings->Website->Appearance and scroll down to Sidebar management. Drag the Twitter Plugin to the Sidebar:
