The data serves as the main repository for state across the system

Use mysql tools to create .mylogin.cnf
mysql_config_editor set --login-path=tubular --host=127.0.0.1 --user=tubular --password
now you can connect from host via
mysql --login-path=tubular
optionally, you can create an unencrypted .my.cnf file and leave it in your home directory. If you do so make sure permissions on the file are scoped to only the user who needs it. You can now login w/o the --login-path argument, like so
mysql -h 127.0.0.1
Initilize migrations Edit alembic.ini to use the correct db DSN for the sqlalchemy url then run
alembic upgrade head
