Update API tests scripts to check availability of uris in repos

e.g. these scripts could automatically check access to the uris when run: https://github.com/OpenSourceBrain/OSBv2/tree/feature/repo_updates_via_api/libraries/client and then any issues (removed/renamed repos) can be fixed.
Currently those scripts are used to sync dandi/osbv1 repos/projects to osbv2 repos, but could develop into general maintenence scripts to be run regularly.
