Installation to run and test locally

1. Run npm install
2. Create a config.json file in the format of example.json
3. cd into utils and run node fetch.js
4. Open a new terminal in the root directory and run node deploy-commands.js followed by node index.js
5. Go into the discord server where you're testing and run /dressup
