Illinois Constitution Backend hapi.js

A new backend for the Illinois Constitution website written in node.js using the hapi.js framework. May eventually be moved to a more generic repo as it has potential for other projects.

Env Variables

• PORT - Port number of the application.
• CORSURLS - A space separated string of urls to allow CORS requests from.
• DBHOST - URL of the Redis database.
• DBPORT - Port number of the Redis database.
