Allows using Stopwatch mode without enabling Tournament mode

[TF2] Casual Stopwatch Mode

Allows using Stopwatch mode (mp_tournament_stopwatch) without having to enable Tournament mode.

Stopwatch mode gets automatically enabled on attack/defense modes. You can disable it using server configs by setting mp_tournament_stopwatch to 0.
