LoadSVG does not respect 'viewbox' parameter

Steps to make the bug happen
- Load file in Makelangelo
- Compare with Inkscape

What was supposed to happen
SVG viewbox is being disregarded. it should clip the output and hide the boxes appearing at the bottom of the image.

- Version: 7.23.0
- OS: any
Additional context
Probably Batik being dumb again.
This issue is growing stale and will be automatically closed in 60 days if nothing is done.
