This project is a Patient Reference System used to address current issues facing local clinics in government hospitals in Sri Lanka. This system works on a web-based platform. The main objectives of this project are to guide the critically ill patients who visit the existing Government Rural Hospitals in Sri Lanka to the Specialist Doctor of the Hospitals in the City using Information Technology. At present such a system does not exist in government hospitals in Sri Lanka and this system provides many benefits to patients, physicians and hospital staff through clinical management. Since this is a web-based platform system, Php is the programming language used to develop the project. The software development methodology used for this project is being implemented in stages due to rapid implementation and short schedule. The clinic management system can be divided into several stages, each of which consists of several modules that allow the system to be easily developed and built in a short period of time.
