Update CITI Course Instructions page for more information on MIT Affiliate status

Making a note here about this. I have noticed an uptick in the amount of emails we receive regarding the MIT Affiliate status.

I think rewording step 2 from:

Search for "Massachusetts Institute of Technology Affiliates". Click the checkmarks to agree. You are affiliating with MIT for the purpose of accessing data hosted on MIT servers.

To:

Search for "Massachusetts Institute of Technology Affiliates". Click the checkmarks to agree. You are affiliating with MIT for the purpose of accessing data hosted on MIT servers. The MIT Affiliation is designated for non-MIT personnel to be able to register on CITI to take the 'Data or Specimens Only Research' course. It is advisable not to register as an independent learner to avoid paying additional fees.

Would solve this issue. Open to any excerpt that provides more clarity, but this should hopefully reduce the emails we receive about applicants not being an MIT affiliate (I also think the naming itself is a bit unclear as many suspect they need to receive some formal affiliation first before being able to register - but i think that is a different issue for another time.)
