CoGeBlast - generate_chromosome_images not rendering text into the image

The generate_chromosome_images method renders the start, stop and chromosome name into the image. The text rendering is broken in cogeblast branch.
This issue also affects the master branch on the development server. This is likely a misconfiguration on the development server.
