Base URL anchor fix for MODX Revolution
The plugin bases on the code of OpenGeek in the old MODX Forums https://forums.modx.com/thread/35800/plugin-anchorsaway
- Makes anchor links on the same page behave as if the base url tag is omitted
- Add a data-anchor attribute by option for use with javascript
