[Bug] NugetForUnity spams identical messages in the console

Description
Expanding the details panel of a package in the package manager window and keeping the cursor over the window, causes spamming of
"Selecting .NETStandard2.0 as the best target framework for current settings" message in the console, even thought verbose logging option is turned off

- Unity Version: 2023.3
