In order to find out problem run sudo gitlab-ctl tail
and search for errors.
In case other services takes GitLab ports (for example, unicorn can't use 8080 port):

In case error This error usually means that PostgreSQL's request for a shared memory segment exceeded available memory, swap space, or huge pages. To reduce the request size (currently 4292984832 bytes), reduce PostgreSQL's shared memory usage, perhaps by reducing shared_buffers or max_connections.

Change parameter in config
postgresql['shared_buffers'] = "256MB"
and extend memory, for example up to "500MB" -
gitlab-ctl reconfigure
