Run from elevated Powershell, or just use the URL in the browser. By default the web launch URLs will not work outside of Internet Explorer or from the START command if Internet Explorer / Edge is not your default browser. You need to install a "Click-Once" extension for non-MS browsers (for Firefox and for Chrome)

Use http://boxstarter.org/package/nr/url (nr = no reboot) to prevent reboots.
