Run "rails s" from the command line. Open another comand line promot and use "rails c" to make your first user. Once a user has been created they can create other users with Rails commands and preform other accounts one would expect for a to do api to have.
Make sure Ruby on Rails in installed.
Once Ruby on Rails has been installed all you need is the command terminal to interface with the API.
