Update FASTQ activity paths

As written, the FASTQ activity assumes that the script download-fastq.sh is going to live in scripts/. It's not clear that this is the right location if scripts/ is meant to be analysis-agnostic.
We might move this directly into data/?

I think it is fine as is. A fastq file might feed into a number of downstream analyses, but more, I don't think we need to overanalyze it.
