Hackage points to old source, no stackage

On Hackage, the Source, Homepage, and Author are set to John Millikin (updated at Mon Oct 12 00:43:18 UTC 2015).

Furthermore, the cpython package isn't registered on stackage.

Let's fix that 💯

Additionally:

  • the cpython.cabal points to the old maintainer
  • stack uses a package.yaml in place of the <pkgname>.cabal
