Cannot read access tokens file. First line is not parseable.

For some reason on windows the first line cannot be correctly parsed resulting in:
AccessToken: Invalid token file. Couldn't read first line for 'lastId'. The server will continue to start but no access will be possible! Access tokens file requires manual fixing! Empty last id.
