[Command] Only allow dragging file into command page when form is not disabled

We can currently drag and drop a file to the command page even when the form is disabled (that is, when the encoder is busy). This shouldn't be allowed.

Requirements

• When the command form is disabled, this should also be reflected in the input file field; the overlay shouldn't be shown
