Convert Broker to use prometheus-cpp registry from Zeek

As part of zeek/zeek#3663, the Broker code needs to be migrated to use prometheus-cpp internally instead of CAF's metrics system. The broker framework in Zeek can request the registry pointer from the telemetry manager and pass it down to broker.
