[7e3cb56] Visual artifacts when switching from lower to higher frame rates

Start streaming with a layout at a lower rate like 30 FPS, then switch it to one at a higher rate like 60. The video will stutter and show lots of artifacts.

Going from higher to lower and then back to higher works fine, so the issue is only when you initialize the stream at a lower rate.
