Indentation with dotted lists is not consistent (Bug report)

Description
When creating a dotted list, typing - then <space>, creates the first indent, (then type anything) and press <enter> and <tab>, this sets the second point slightly farther than the first. this works as expected
but when creating a dotted list but starting with indention <tab> - <space> (type anything) <enter> and <tab> the indentation is far further than the other list.
Can confirm: the more times you used tabulation before creating a list, the farther away the indented elements are from each other.
UPD: It is a CKEditor bug.
