[Future] 2.0 Versions

Here is my view about the future of LeapYearCheak, and I'm happy to hear your advise.
- Add Node.js, Pascal(Not important) and Swift Version of LeapYearCheak
- Make it can use in command line like:
cmd:
lyc -c 2020
output:
true
- Make a GUI for most users (MacOS can use Swift UI, Windows can use MFC and Linux(Ubuntu Desktop) [I DON'T KONW])
- Make it multi-language (English, Chinese and so on, but I only know English and Chinese)

In processing but Node.js might be not important, and we add lot of other langs, and lots of them are error now

I decided to only use c++ to archive this and removed c version, and after some tests, the CMD Version will be release ready
If we don't solve Pascal Version's error in 5 weeks, we will remove Pascal Version.
Move this issue into project.
