Consider monitoring all adapters' last active timestamp and auto restarting them if past a threshold

Related to #996 (this feature would somewhat obviate the need for the web dashboard restart mechanism).

This logic would remove complexity from individual adapters (i.e. they don't have to do this themselves).

This should be pretty easy, and quite fun ⚡
