CursorHold active in popup window again, cause scroll to the top automaticly

Issue Details
Ycm hover function will activate CursorHold even though it was already activated, so when i scroll in the hover popup window, it will be refreshed to the top of the popup window after 'updatetime'.
- What did you do?
- Auto hover on, mouse on.
- Hover over a funciotn and wait for CursorHold
- Scroll the popup.
- Wait for another CursorHold.

Popup stays scrolled. -

Popup resets.

enabled debug logging and other useful diagnostics. Include a link to a
gist containing all of the log files listed by:YcmToggleLogs.
