Failed to set IP and MTU

Hi, i recently tried to use iodine to do tcp over dns and i got Failed to set IP and MTU in client

ip: 169.254.110.0 <--- i used this ip in server instead off 10.0.0.1

didn't work :/ why .??

i'm using windows and tap driver is installed
