Culture order error in declear war notification.

Describe the bug
As you can see, in screenshot the notification is wrong. It should be Sydney has joined us in the war against Carthage.
Steps to Reproduce
- Open save named "before-war". If everything is okay, you will play the role of Spain when the save is loaded.
- Declear war on Carthage.
- Watch notification on the left top.

This was fixed in 4.11.10 by #11541 please update to the latest version.
