translate.lua : Not Working.. Help in fixing please :(

I am using TELESEED Bot from some months and I Use it in many International Groups. That's why i need translate plugin to work.. Anyone here can please solve the translate.lua bugs.. It dosent give any error Nor OUTPUT..
