ctrl-key does not work in emacs

the ctrl-key does not work in emacs, therefore many shortcuts are not working

Oh wow, that was caused by the layout this entire time?!

This only affects macport Emacs, not NS Emacs.

As a workaround (setq mac-pass-control-to-system nil).

I have this problem with emacs from homebrew; the workaround works - great, thanks :)

This issue isn't fixed. We should absolutely fix the layout rather than requiring every user to set a workaround.

MacVim has the same problem. Ctrl key is not working.
