Describe the bug

The top navigation bar isn't implemented as designed

Steps to Reproduce

Steps to reproduce the behavior:

1. Go to any page on the Developer Portal
2. Look at the navigation bar and see the error

Expected behavior

The top navigation bar should have a 75% #FFFFFF with the backdrop-blur-2xl Tailwind utility so that the content behind the navigation bar is blurred when scrolled.
