Incorrect documentation in README

The README claims that "having the development version of the XScreenSaver library will enable some optional bindings.", but in fact it's been a required library since 1.8 or thenabouts.
Additionally, the instructions still assume cabal v1-commands, which won't work with cabal-install 3.x (they will run into #73). Explicitly using the v1-commands still works, but those will be going away in a future cabal-install release.
