I've taken your code from:
https://github.com/xilp/systray/blob/master/tray_windows.go

and produced a very heavily bastardized version that suits our needs:

At this point it will not resemble your code much.
But we only needed windows support and it made no sense to take the rest of the baggage with us.
I've added balloon support, support running as a suture service, context menus, loading icons from embedded resources and other hacks.

I'll embed your license, and wedge in your copyright header and a link to the original code.
