Opt-in for LB mods to be notified when a new run comes in unverfieid

Not sure if they will be DM'd or a channel me mentioned in
Mods will be DM'd.
By default, everyone is not opted in and no secret key is stored.
When the person asks to be opted in and with their SRC name, the bot will PM them with a secret key.
Then no one else can opt them out without the key, likewise, if they opt out, no one else can opt them back in as the key is still stored.
No one can remove the key except people with bot management
