Needs to only be configured by admin roles.

Also, have an idea to send a YAML file to the bot for updating purposes, this may not be possible, but if it is it needs to know that the person is valid, and the server they are coming from is valid as well.

A manager role needs to be implemented at the least.

Will add another table to the database for managers.
