Stream menu is visible in Network menu even though it is not network-activated

Steps to reproduce:
- Activate Stream in site dashboard
- Stream menu shows under network menu
- Clicking that ^ pisses WordPress off, tells me to get the **** out because i don't have permissions ( Gangsta language pack activated 😀 )
