MacOS Ventura's repeated "Background items added" notification

System and Shadowsocksx-NG-R8 version:
- macOS 13.1 (22C65)
- ShadowsocksX-NG-R8 Version 1.5.1 (2)
Expected behavior:
when the app switches between "Global" and "Manual" modes, no notification regarding the item is added for background access should appear.
Actual behavior:
switching between modes, causes notifications to appear. it repeats each time the mode is switched.
