Deployment credential access should not be tied to a single human

A shared account that holds deployment credentials
Additional context
The created account's credentials should be stored in a Password Manager
EOD: Created the account (@swift-current-bot) - credentials are in 1Password.
Next will need to:
- Get the bot account permissions on the project repo sufficient enough to create Secrets
- Swap the secrets being used in
trunk.yml
