Prompt for download of missing basegame paks

Prompt for downloads on First Install
First install at the moment will unconditionally install missing pak files when "default.cfg" is missing. Because this must happen prior to the UI being created, users think the game is locked up or broken.
Additionally, windows seems to have some a problem which I suspect is due to invalid/malformed paks being written to the basegame. Without a notification on screen, it's completely unintuitive.
This is fixed in latest code.
