Unable to upload carbon applications

Description

Hi Team,

Updated to Wso2ei-6.5.0-96 and added the following to catalina-server.xml as explained in update NO.9143 :
<Valve className="org.wso2.carbon.tomcat.ext.valves.RestrictResourcePathValve"restrictedResourcePaths = "/fileupload"/>

When uploading a Carbon app thru the carbon management, it responds with 404 status code.

Update to u2 level 96 or above.
