Allowed to create tenant users with '@' in userName through the admin service

When creating a tenant through the org.wso2.carbon.tenant.mgt.services.TenantSelfRegistrationService admin service for registerTenantForTrustedUser, it allows to create tenants with ‘@’ symbol in user name of the tenant admin. (e.g :exchange@sdp.com@abc.com)
This is not allowed through the Management console which is based on org.wso2.carbon.tenant.mgt.services.TenantMgtAdminService.
