Description:
EventFusion feature is being used by WSO2 IoT Server geo dashboard. When publishing location events, events are being duplicated. This is observable when navigated into the Data-Explorer and selecting "IOT_PER_DEVICE_STREAM_GEO_FUSEDSPATIALEVENT" from the list.

Steps to reproduce:

1. Get a fresh pack of WSO2 IoT Server 3.2.0-RC1
2. Enable Geo Location Services
3. Enroll Android device and publish device location
4. Log into the DAS server and monitor events for the IOT_PER_DEVICE_STREAM_GEO_FUSEDSPATIALEVENT.
