Create a separate connector for Stream contexts

Stream utilizes WordPress options and even a custom post type for Notification Rules. Rather than these records existing under core connectors, like Settings and Posts, we should have a separate connector for them. We can also take this opportunity to ensure we track actions taken in Reports as well.
