Add sui support for wormhole monitor

Currently, Sui does not yet have consistent ordering of txs across nodes and therefore doesn’t yet expose the APIs that use tx seq #. This sentinel should probably be tabled until that's implemented.
There's been Sui support now for a while 🙂
