Empty view incorrect placement

Description
The empty view doesn't fill the whole screen and is not centered.
Steps to reproduce
- Run WPiOS
- Switch to a site that has no media uploaded
- Open Media
- Observe that the custom empty view is misplaced
- Upload an image
- Type in anything in the search bar till no results match
- Observe that the no results label is misplaced.
Expected behavior
Empty view to be correctly placed and centered within the picker view.
