GIFs increase in speed when workspace is switched

Describe the bug
GIFs speed up when you switch workspaces and then switch back after a bit, this results in very high CPU usage as well.
To Reproduce
Steps to reproduce the behavior:
- Open a GIF file
- Switch to a different workspace
- Switch back to the workspace with oculante
- Reproduced
Expected behavior
GIFs to maintain constant speed and not use 100% CPU.

i get this issue too. if app inactive/on background/minimize on apng file but gif performance much worse.
if app on apng memory back to normal after back to app but if app on gif is memory still intensive increase even app active on dekstop.
