Known issue: Originating centre and sub centre incorrect in BUFR generated

For every BUFR file generated by synop2bufr, the encoded originating centre and subcentre is that of the WMO Secretariat. Since encoding the correct values would require a lot of overhead, the best solution is to set the values to missing for each file.
