ignore ATS tests 6.1.1, 6.1.2 and 6.2.1 when validating KPI 001

In wmo-im/wcmp#131 @amilan17 proposes to ignore XML structure-related checks. This can be done by ignoring corresponding errors reported by the ATS module.
